Emma Goh is an Overseas PhD Scholar at Singapore Management University and a PhD student in City and Regional Planning at the University of California, Berkeley. She is an interdisciplinary urban scholar whose research examines the intersection of digital infrastructure, resource extraction, and urban governance in Southeast Asia. Her current work explores how the AI-driven demand for compute is fuelling a data centre boom that is reorganising land, water, and energy systems while reshaping territorial governance and statecraft across Singapore, Malaysia, and Indonesia. She is also committed to advancing public-oriented scholarship as Co-Editor-in-Chief of the Berkeley Planning Journal and Wrapped in a Banana Leaf, where she works to bridge academic discourse and wider public conversations on urban planning and Southeast Asian urbanism.
